RESUMO

The aim of this study (paper) is to contextualize the need for institutionalization of a system of structured evaluation in the education of children done by the community schools from the city of Recife. This system should see children education as a whole; the schoolÂs facilities, the training and development of teachers, the studentÂs development, the nutritional level of the food offered to students in their meals and even the actions taken from the school in relation to parents and the ones responsible for the children. The accurate analysis of concepts such as:1â Managerial State adopted in Brazil and its effects- some of them expected. 2-The third sector- its origins and financial dependence in relation to the State. 3- Social grants - legal framework and the lack of efficiency and effectiveness measurement. This analysis, together with the numbers from RecifeÂs reality led to worrying conclusions such as: "The lack of structured evaluations results in a situation where everyone loses: The society- because it does not know what it is that it is financing; The school- because it does not fulfill its mission; The teacher- because he does not have his job acknowledged; and the children- because they do not get the best education." From the need of structured evaluations and the reflections on the creation of a model, I tried to examine various motivations in the use of this valuable instrument of control and planning; the important contributions from MEC and how favorable the local context is to the implementation of such evaluations. The paper, then concludes that the institutionalization of structured evaluation of children s education will make certain things possible, such as, policy revision, affirmation of values and promotion of accountability, which, in turn, will make it possible to start acting to revert the undesirable education indicators of the public sector schools of Recife
