O ensino medico e os serviços de saude : estudo de caso do projeto Paulinia

RESUMO

The study is about a reconstitution and analysis of the experience of integration between the medical teaching and the health services, developed in the city of Paulínia (SP), by The Stadual University of Campinas, with The Stadual Health Office and The Municipality of Paulínia. The period of the research was 1965-1985 and it had a coincidence with the experiences of interventions out of the school hospital developed by The Faculty of Medical Sciences of UNICAMP. It was recovered the experience inspired in the preventive model that preceded the project of Paulínia. In the period of 1970-1985, it was analyzed this last project, considering its formulation, the implementation and the confrontation between both, trying to apprehend, in each one of the stages of the project, its institutional basis and the assistancial and medical teaching models that took place inside it. The project had, as analytical reference, the govemmental intervention on the health and education areas and the preconized models by the international movements of medical education. The study showed how the teaching and assistancial experience of Paulínia was, at the begining, a renewed experimental project, in oposition to the health policy in the seventies. Later, the project reached to be a local health system, public, regionally and hierarchically arranged, with a multi-institutional administration and guided by the technological qualification of the health services. Its trajectory had an amount of realizations, tensions and conflicts that were investigated. It was also noticed that the learning, in comparison with the medical care, had a less remarkable presence in the project
