RESUMO

What is the role of private interests in the policy making process? How institutions should be design to increase or reduce the private influence over collective decisions? Considering that interest groups aim to benefit from governmental decisions, this paper has two objectives: (1) systematize, on methodological grounds, how the literature has operationalized the influence of campaign contributions on congressmen behavior; and (2) estimate the effect of campaign spending on electoral outcomes for the 2006 Brazilian House of representatives. The findings suggest that the superior amount of literature on interest group, campaign finance and congressional behavior is based on case studies and they do find statistical significant relationships between campaign contributions and congressmen performance (60,50%). In addition, the data imply that an 1% increase of campaign spending enhance in 0,67% the number of votes received. Yet, the marginal effect of campaign spending is higher for challengers when compared to incumbents
