RESUMO

This study, with the purpose to identify the difficulties and the perspectives for the functioning of the School Board, analyzed the internal! and external conditions that enable or not the performance of the collegiate in a "paulista" state public school believing that taking part in the decisions with all people involved in the educative process is required to make real the democratic administration in schools. We used as a theoretical framework the study of participative administration, focusing the theories of school-based management and the risks and possibilities of participation. The qualitative research was chosen due to the possibility that it offers to catch the school daily routine and analyze the action of the counselors, the several power instances at school, the legislation that consolidates the attributions of the School Board, the influence of the burocratic structure of the Secretaria da Educação in the action of the actors involved, etc. Concerning the problem that directed the present study, the research proceedings and the construction of the theoretical framework were discussed in the first three chapters. In the fourth chapter, a brief study of the School Board creation history was done; in the fifth, the results of the analysis of the data were presented, mainly through the interviews of the school counselors, through the documental analysis and the direct observation of the Board s functioning. Finally, in the sixth chapter, the provisional conclusions were delineated. At the end of the study, we showed through the data collected and the theoretical framework that if the Boards are revised, structured to take decisions concerned with .the questions related to teaching , (which are very important because they are strictly goal oriented to the end activities of the institution), or count on the participation of the community and the other organized segments of civil society, they will transform themselves in appropriate channels of the effective participation based in the principles of the citizenship, equity and liberty, collectively conquered
