RESUMO

The objective of the National Curriculum Parameters (PCNs) is to provide schools, teachers, and education professionals with the guidelines to teaching and to education in Brazil. However, what teachers think of or even if they refer to the PCNs as guidelines for their teaching is still largely unresearched. This research aims at doing an articulated reading of the conceptual basis of the PCNs for both elementary and secondary schools in foreign language teaching. This research is also aimed at drawing an overview of how public school teachers relate to these documents. In order to do that, this research was carried out in two distinct stages: the first one was a theoretical research, where the relationship between the PCNs of elementary and secondary schools was established; the second part, an empirical study was conducted to establish the profile of the English language teacher at Brazilian public schools, identifying the scope the PCNs have to this group of teachers, and conduct a survey to establish their perceptions of these documents. At this point, four public school teachers were interviewed and 258 public school teachers answered a questionnaire. The results show that 88% of the teachers that have read the PCNs do not think that they actually take the teachers and the schools realities into account. Therefore, the large majority of the teachers do not consider the PCNs as a true guideline to their practices. The interviews support the results obtained from the questionnaires. Although teachers agree about the contents of the PCNs, they are not able use them, because they think that they are too far from the reality of the public school teacher, who do not seem to identify themselves with the PCNs
