RESUMO

This research seeks to analyze the process of newsmaking, comparatively, inside TV Camara, in Brazil, and in Canal del Congreso, in Mexico, both legislative broadcasting stations. The objective is to define to what extent the TV news produced by congress broadcasting stations contribute to informing citizens freely and clearly. The study concluded that we can classify the news produced by TV Camara and by Canal del Congresso as a hybrid production of traditional journalism, in other words, a blend of journalism and institutional communication. In these stations, many of the news values acknowledged by traditional press gain new meaning and the so-called good news stands out. It was also possible to observe that although legislative TV news programs play their essential role in informing citizens about the actions inside congress, there are chains related to the organizational structure of these stations that hinder their complete performance as an accountability instrument.
