RESUMO

In Brazil nearly 24.6 million people have some disability, 16.6 million and this group have visual disabilities, and individuals that are considered unable or ongoing problem that has the vision [IBGE, 2000]. These individuals are excluded from society because it has no access to correct information. To solve the problem of inclusion, or the computer and have an important role in helping disabled people to overcome various barriers. As a case in which the visually impaired is not found in access to web portals, where the State of Pernambuco virtually all of the Institutional Portals are inaccessible to the blind. With the objective of promoting access for people with visual disabilities to Corporate Portal of the State of Pernambuco and therefore the construction of an accessible and inclusive society, this paper provides a methodology to be followed by managers / institutions for correct insertion of accessibility in Portals institutional, as well technical requirements for web accessibility, to guide developers and managers of content in promoting access of citizens to web. This master s thesis is based on the key problems faced by people with visual disabilities to access the information available, the requirements that must be addressed to promote the inclusion of these citizens. A comparison was made with insertion of practice, major problems and solve them, and thus guide the development of portals available in the state of Pernambuco
