RESUMO

After the age of the Digital Revolution and the global inancing, over all from years 1970, is seen to appear a new established productive paradigm, mainly, in the information and the knowledge intensive. The advent of the Knowledge-based Economy started to demand always an increasing requalification of the diligent mass to remain itself competitive and informing in the Capitalist system. The present dissertation congregates given concerning the Information and Communication Technologies of Brazilian and Indian, emphasizing that the period of training of development of both nations in the software sector is decurrent: (1) of the Politics of Science, Technology and Innovation adopted by the respective States, over all from the second half of the last century; (2) of the joint capacity politics of the local industry of computer science (SOFTEX and NASSCOM); (3) of the effective participation of the institutions of Research and Development in the innovative process. In year of 2003, an accord of cooperation between India, Brazil and South Africa was firmed (when if Forum IBSA created), aiming at to the formation of a new axle of free commerce, intitled "South-South". The innovative initiative congregates countries in way of development in favor of common benefits in the international scene. However, some areas are competing and strategical, as the domain of the software technology. The present study it searchs to analyze the scene of this sector and to consider, at last, an agenda for Brazil-India integration, pointed as main worldwide powers up to 2050, together one to China and Russia
