RESUMO

Brazil has one of the most modern laws of water resources management in the world, which established six management tools, among these the water right allowed great advances in the field in the country. This work main objective was to provide technical-scientific knowledge for the decision making process for by water resources agencies, presenting alternatives to increase water availability for water rights by considering the annual seasonal consideration of stream flows and the implementation of sustainability index with planning and management focus on the Paraopeba River watershed hydrography. On the first paper, it was analyzed the quantitative effects on the seasonal four months and six months periods adoption comparing to the annual period for the calculation of the minimum stream flow 7Q10, Q90 and Q95 in order to quantify the relative differences between the minimum stream flows adopted and water right criteria in Brazil. Results show that concerning the 7Q10 the application of seasonal criteria could reflect in an increase of almost 126% on the water availability for the water right applications. The stream flows associated to the permanence of 90% (Q90) and 95% (Q95) of the time presented maximum increase of 99%, nevertheless, on the dry periods there was a reduction on the water availability of about 24.5% comparing to the annual period. So, the use of the criteria based on seasonal water behavior allows stream flow flexibility on water right minimum stream flow in certain annual periods. On the second paper indexes for water use conflicts identification were implemented at Paraopeba River watershed. Analysis were aimed to each segment condition about the sum of all water rights at the connection of the segment with others and the limits of water withdraw at the connection, situation related to the implementation of the water conflicts identification use index in water resources management (icg), and the other one related to the implementation of the water use conflicts identification index in water resources planning (icp) that considers all water rights at the connection of the segment with others and the long term median flow. Maps were created which each segment were colorized to reflect the condition proposed on each index. The implementation of icg shows 22.7% of analyzed segments which has total water right above the limit for this watershed which indicates a potential situation for water use conflict. The icp implementation shows three segments where potential conflicts for water use are configured and it is not possible to set with stream flow regularization reservoirs implementation.
