RESUMO

This research investigales the implementation process of the prograrn denominated "Special Education Proposal" (Proposta de Ensino Especial, in Portuguese) in the public municipal education system in Natal, Brazil. The aim ofthe "Proposal", started in 1994, is to include special students in regular schools.The problem investigated is basically thr actions of the teachers while implementing the "Proposal". The long way between intentions of the prograrn and daily school pratice is discussed. Field research was performed in five city schools in Natal fron December 1995 to March 1996 and consisted of interviews wiht teachers and members of the "Subcoordination for Pedagogical and Educational Orientation"(SOPE). During the interview information on the process of special students inclusion in regular classes was soughí. Based on the results obtained, it was verified that the "Proposal" represents na advance for Natal educational system. On the other hand, the implementation of the "Proposal" represents an advance for Natal educational system. On the other hand, the implementation of the Proposal is bringing up the difficult situation of the municipal public school system in Natal. Among the greatest difficulties, it could be observed the lack of raining for the teachers and the lack of monitoring from SOPE. From the results it carne also about that the greatest pedagogical challenger is not the work with the desabled students, but with the whole group because of the changes required to implement the "Proposal". The success of the Proposal implies great changes coming from the merge of two different educational systems - regular and special. The "Proposal" intends to create the necessary conditions for the school to be special for all students, and not only for those with desabilities
