Gestão da qualidade no arranjo produtivo da carcinicultura no Estado do Rio Grande do Norte

RESUMO

This research was carried out in order to evaluate some aspects related to the effectiveness of the processes of quality management, as well as the aspects which affect the competitiveness, concerning shrimp production at the State of Rio Grande do Norte, Brazil. The Rapid Rural Diagnosis methodology was used by interviews surveys, documental and official reports analyses, so as to obtain information on the application of the Harzard Analysis and Critical Control Point (HACCP) system on the segments of larvae and shrimp production and processing. The level of effectiveness of the official programs was evaluated to give support to the shrimp industry, mainly in terms of the quality management; to estimate the level of collaboration in the cluster; to raise the main diseases related to post-larvae production and to the shrimp cluster processing in Rio Grande do Norte; to improve and to organize information on the level of implementation of the HACCP, and also the reflexes of sanitary control; and, finally, to propose strategies in order to implement the cooperation among segments involved in the shrimp productive chain. The following results were obtained: a) the shrimp production cluster (APL) of RN has been aiming to a quality standard of attendance, although it has been showing technological and management deficiencies; b) the segment of shrimp processing has been focusing in the precision of attending the quality for the production of larvae; c) The segment of shrimp production lacks of technical assistance, above all when referring to the necessary technical specifications to a good development of the production, which demonstrates that there is no technological packet for the production of shrimp in the state of Rio Grande do Norte. The problems found in the shrimp production in the state of Rio Grande do Norte are specially related to environmental and processes aspects, not yet acquainted. The shrimp productive chain requires technological apparatus to an ecological sustainable production, which will enable its expansion
