Formação de facilitadores de educação permanente em saúde : percepções de tutores e facilitadores

RESUMO

The Ministry of Health has instituted the (PHE) policy as a transformation strategy in Health practices and professional formation. In order to reach that, locoregional EPS centers were built. Despite of all such structuralization, there were many difficulties to work along with permanent education. This way, as a strengthening strategy to the PHE implementation, the formation of PHE tutors and facilitators has begun in the whole country. The preparation of PHE tutors and facilitators is a recent initiative and taking that into account, it is not known how these actors are dealing with the responsibility to produce changes on the work process. Based on this, the objective of this study is to analyze the perception of tutors and facilitators on Permanent Health Education and also their performances on this policy implementation process. It is about a qualitative study, carried out along with PHE tutors and facilitators from December 2006 to January 2007. Data were collected through semi-structured interviews and submitted to the discourse analysis proposed by Martins and Bicudo. From the analysis four categories came out: Noticing the PHE facilitators formation process, Understanding of PHE, Being a PHE Tutor and Facilitator and Experiencing the changing process. The results showed that the PHE facilitators process had several limitations and among them were strike, lack of support from the health menagement and persistency on hegemonic practices. Because of that, the participants emphasized in the discourses the difficulties and necessities they have experienced to implement PHE. These difficulties and necessities influenced the tutors and facilitators´ perceptions about their roles. As for the subjects, there will only be significant changes on the work process when PHE becomes an institutional policy. Despite that, the subjects could understand and recognize the importance of the PHE policy and the formation of facilitators. The participants gave focus to the widened vision on the health working process, reflection, self-criticism and personal and professional growth. It is expected that the results from this study might provide subsidies to face the challenges settled to the PHE development and strengthen this process, specially in the current context once discussions around PHE are back again to the health management agenda due to the publication of the new law 1996 GM/MS.
