RESUMO

The environmental policies implemented in the context of local government are the subject of this research. The questions that guided the entire work focused mainly 3 aspects: how the local government must act to promote environmental policies, given the framework of the Brazilian Environmental Law and the principles of sustainability promulgated by Agenda 21, to examine how an environmental policy of a municipality and assess the performance of their local power in the implementation of this policy, and how to check if a local environmental policy is in line with the assumptions of sustainability. It is known that the municipalities, through their local authorities are assuming in the last twenty years an important role in the formulation and implementation of public policies, among which the environment, despite the difficulties and financial policies of joints made by most loved municipal. In considering the decentralization process of environmental policies in Brazil and the difficulties presented, this study aimed to examine the overall role of local government in establishing environmental policies considering different visions municipalities, the factors of effective public policies and principles of sustainability. Thus, the work reviewed and evaluated the performance of the local municipality of Cabo de Santo Agostinho (PE) in the formulation and implementation of environmental policy, raised political and institutional indicators for analysis and evaluation of local environmental policy, noted how the policy environmental council that tends to establish policies based on sustainability. Through evaluative research with triangulation of methods, the work resulted in the diagnosis of the main activities of local council in the study of management in the period between the years 2005 to 2008. The results showed that the council of the Cabo de Santo Agostinho has a consistent legal framework for the execution of environmental policies based on sustainability, but because of structural weaknesses in aspects of the institutional apparatus in planning and in management and social control, the performance of local finds is in breach with these assumptions. The dissertation concludes stating the importance of local government is in place as the main inducer of environmental and development policies, providing for the inhabitants of the municipality effective conditions of direct democratic participation in construction and sustainable development with local databases, undoing the factors that lead residents to be mere spectators of political power from political and economic entities outside the territorial municipal
