RESUMO

This thesis is a study of the disputes which took place in the Brazilian National Congress around the Senates 292/1999 Bill of Law the Disarming Statute. This dispute opposed those representatives favorable and those against the proposal for disarming the civil population. The Bills aim was to reduce the levels of crime and violence, thought by some to be an effect of the huge circulation of firearms in Brazil without state control and regulation. This study aims at shedding light on the Brazilian legislative work in the words of a senator, its political engineering and its specificities. It focuses on its micropolitical character leading to the approval and sanction of the Disarming Statute in December, 2003. The approval was conditioned to the performance of a referendum in 2005 regarding the prohibition of commercializing firearms, which would result in the impossibility of civil citizens possessing and carrying firearms. Simultaneously, the thesis aims at analyzing the particularity of disarmings normative tactics by exploring the diversity of qualifications, values, hierarchies, calculations, analyses and reflections voiced by parliamentarians regarding the efficacy of such tactics and the plurality of views about the State, its function and limits. Thus, the various causes, agents and victims of violence and their social relations were deployed, identified, systematized and classified: firearms as vehicles of violence versus defense instrument; country with a population seized by an epidemics versus a population in constant state of legitimate defense; banal crime with futile reason versus organized crime; honorable citizens versus bandits; head of the family versus an assemblage identified simply as the family.
