RESUMO

Special Courts represent a mark of a revolutionary nature in the procedural area, since they break the chains of technical models and procedures of the traditional Justice, allowing rapid solutions to litigations, contributing to lessen the crisis of the delay in judgments in civil causes of smaller complexity and in criminal processes of minor offensive potential, as well as to develop a culture of citizenship exercise. We approach their evolution, their dimension in the Comparative Law, in Brazilian Legal System, and their perspectives and challenges in the Democratic State of Law. In this panorama, we discuss the efficiency of the Courts in the protection of the citizenship rights (individual, collective and social rights, specially in the protection to the consumers, to the environment and to the access to Justice) and in the execution of projects which, developed with success, guarantee their social effectiveness. The innovative experience of the partnerships is pointed out involving the State Judicial Courts with public and private entities, and the community, developing a new concept of preventive and therapeutic Justice. In that sense is that Special Courts become an agent of transformation of the society, acting as an instrument of promotion of citizenship.
