RESUMO

After a long period where our inert Governments had practically been front to the necessities of the favored social groups less, joined our Country, from 1988, to a dedicated legal system of welfare, social justice and human dignity. Having as a guide principle of the Republic the prevalence of the human rights, our Constitution emphasized the Social Assistance for the first time as right - and not as mere favor or charity. The present research proceeds to an analysis of the Social Assistance - and its main benefit, the benefit of a continuous providing - considering it elementary right - true human right - inherent in the species human being, bearing in mind its basic character for a worthy existence
