DireÃÃo das lutas dos trabalhadores: o caso da reforma sanitÃria brasileira

RESUMO

The object of this study refers to the direction of the struggles for health, shaped in the dispute between these two main hegemonic projects: that of the health reform supporters and that of the neoliberalism supporters. In particular, the struggles that ended up with the Health Reform, identifying the ideo-political presuppositions that caused it and the analysis of the strategic direction, during the decades from 1970 to 1990. The extract particularly researched reports itself to the historical determinants that allowed the leading role of struggles for health and the configuration of the reformative tendency in the conduction of the Health Reform- recognized as a process of protest against the privatistic tendencies of the organization of the health system, as strategies to transform the legal institutional apparatus expressed in the completion of the right of health and the responsibility of state intervention, producing the displacement of political power towards the popular classes. Thus, the answer to this question was demanded: To what extent is it possible that both the content and the forms of reform struggles promote material and subjective profits for the working class? The specificity of the object of study indicated the theoretical and bibliographical research as the most appropriate methodological instrument, covering the case study of the Health Reform and the bibliographical study of the categorical explanatory universe â the mediations needed to reveal the process. The thesis was formed by two parts, the first related to the theoretical and historical contextualization of the direction of the struggles of the workers, specifying the main episodes in the development of the workers main role, with the objective of identifying the distinctive trait and the paths of these historical frameworks. Then, the important debate on strategies of the labor movement that has been extended up to present days is recovered, focusing on the significance of reformism, reform and revolution in the Marx and Engels legacy and in the classic Marxist tradition. The theoretical-analytical exercise includes the actual historical conditions of the struggles of the workers, situating the contradictions of social policies and of social rights. The second part starts begins with the recovery of the specific traits of the social formation and state intervention in Brazil, followed by the recovery of the grounds for social health thinking and the analysis of the trajectory and the direction of the struggles for health in Brazil, resumed from the democratic transition. As a conclusion, the reformative tendency as dominant in the direction of the Health Movement is affirmed. Meanwhile, in the foundation of the movement, in the internal confrontation and in the specificity of the health area- as field of necessities and for that reason, field of social struggles, the integration as part of the hegemonic project of the working class is pointed up. In this sense, the direction taken in this analytic work targets in the recuperation of the genesis of the conditions and the content of the Health Reform and the radical revolutionary quality of the struggle for the conquest of the right of health, situating it in the context of the struggles of the workers. And, thus, to examine the material and subjective conditions to learn the âlessonsâ that the history of successes and mistakes, advances and setbacks has left us as a legacy, offering subsidies to those concerned in the continuity of the construction of the grounds of the Health Reform, to be updated and expanded
