In the days today, the concept of Maintainable Development, orientates the elaboration of projects and public politics, which it seeks to create a balanced relation with the environment, and that tries to assist not only the current needs but also the future ones. The understanding and application become important in the elaboration of proposals that looks for to solve the problems related to the treatment of the solid residues. Among the several residues, the plastics are one of the categories the ones which duty a great attention to be given, due, among other aspects to the great number of types and mixtures that complicate the collection processes, selection and recycling. In that sense it is necessary to use of an administration model that has a larger knowledge and control of the productive chain of the plastics, in way to turn her more efficient and maintainable. This work proposes the use an administration model based on the Administration plea Systemic Productivity applied to the Productive Chain of the Recyclable Plastic Residues of the Project Recycling, a project of selective collection and recycling begun in the year of 1996, that it works in the municipal district of Fortaleza. Through the Diagnosis of the Systemic Productivity, it was possible to track and to analyze the processes of operation of all of the links of the chain, strong points, points susceptible to improvement and the problems that hinder the processes getting up, suggesting at the end, the implementation of some actions seeking a more efficient operation.
