RESUMO
This study presents the high school curriculum and the development of Reading Competence proposed by teachers of Portuguese, at the Federal Institute of Education, Science and Technology of Maranhão State, in Brazil. It seeks to understand the developing process of the reading competence in the school environment, taking as parameter the requirements of the official curriculum and the curriculum practiced by Portuguese teachers. To this end, this work aims to analyze the curriculum put into practice at schools, beginning from the teachers speech and from documents which are prepared and made available for planning lessons. It also aims to know the curriculum main conceptions not only in the global context but also in productions of curriculum research teams in Brazil; to analyze the curricular guidelines which orientate the practice of languages and codes, more specifically, the ones which include reading skills and reading competences; and to highlight reading and competence concepts from their meanings in the educational literature. The adopted theoretical approach is presented in a critical and dialectical view. The methodology of case study was used to achieve the objectives. In this sense, this work presents the construction of the curriculum concept and also discusses its theories which are known as traditional, critical and post-critical. It also remarks upon each theory and its influence on the teaching practice nowadays. The Brazilian education, from its historical context, is discussed as the official documents are presented through the National Curricular Parameters for high school, observing the teaching of Portuguese and the prescription of the use of competences and skills at this educational level. Furthermore, in this work, the theme of skills is discussed from its concept, noting its relationship with the production market and it is presented the concept of jurisdiction in which the a proficient reader shows traits related to reading speed (top-down) and capacity of comprehension (bottom-up).
