Desenvolvimento de metodologia para avaliação de alternativas de intervenção em cursos de água em áreas urbanas

RESUMO

The traditional alternatives of intervention in water courses, usually based on their canalization and straightening, have not been satisfactory, leading to innumerous impacts, mainly in urban areas. The adoption of new approaches, environmentally more integrated, turn out to be an alternative solution of intervention. This way, the selection of drainage systems to be implemented and treatments water courses should undergo are extremely important issues. The present research is placed exactly in the context of the decision process mentioned, aiming to help decision-makers in their choice of project solutions. It considers that the traditional tendency of isolation and suppression of surface waters from urban landscapes contributes to diminish the negative impacts of urbanization on the environment and the population. The proposed methodology, focused on the evaluation of alternatives of intervention in water courses, is based on a qualitative evaluation of impacts - through the use of indicators that integrate hydrologic, hydraulic, environmental, sanitary and social aspects and is structured in four specific phases. The first one is related to the delimitation and diagnosis of the section of the water course to suffer intervention. The second one corresponds to the identification of alternatives of intervention, based on the diagnosis previously made and on the objectives of intervention. The evaluation of alternatives, related to the third phase, will be the result of the impact punctuation of each indicator multiplied for its respective weight. Finally, in the last phase, a comparison among alternatives will be possible trough a performance analysis of the proposed solutions, based on multicriteria analysis. In order to apply and validate the proposed methodology, three case studies were done in Belo Horizonte Metropolitan Region, Brazil, and several alternatives of intervention were evaluated and compared for each case. The methodology has demonstrated to be coherent and of easy appliance, and can be a helpful decision making tool in a preliminary phase of projects analysis.
