RESUMO

This work analyzes in what ways EMBRAPA (BRAZILIAN INSTITUTION OF A RESEARCH) assimilates enviromental demands in agriculture. To carry out such a task, we have analyzed the institutional changes that have taken place at EMBRAPA and the research carried out by the institution throughout the years. Our initial hyphotethis is that the enviromental debate promotes new pattems of competition associated with enviromental quality and thus organizes new research fields. In this sense, the enviromental issue is potentially characterized not only as an inductive element of changes in research areas, but also as an element that brings about changes in the institutions where these pieces of research are carried out. On the one hand, analysis of the changes that took place at EMBRAPA has shown that, formally, the inc1usionof enviromental issues began in the mid 1980 s, when a process of changes started in the organizing model of the institution. That process was based on the reformulation of the institution s model due to alterations in the general context which involves the transformations in the role of the State, the technological and scientific changes of the last decades, the new pattems of competition and the globalization of markets. The outcome of that process was also a reflex of the alterations evidenced by public institutions of agricultural research in the worldwide contexto Such changes were revealed mainly through the questioning of the productivity pattem which has come to show evidence of exhaustion from the 1980 s. On the other hand, the research analysis focused on the enviroment clearly showed new ways of conductiong research at EMBRAPA, which limited researching activities based on the productivity pattem and adopted a new model characterized by more ecological agricultural practices. Initially, this re-organization was due to the necessity of reducing the consumption of agricultural materiaIs, i.e., the aim of the research carried out by EMPRAPA was the result of economical and not enviromental factors. Secondly, the growth of research with more ecological technology was caused by the worsening of enviromental impacts
