Controle de qualidade em cartografia: proposta metodológica para avaliação das cartas topográficas do mapeamento sistemático nacional

RESUMO

The Cartography is an science, technique and art of maps an charts elaboration indispensable for the territory#s planning, organization and management and it#s relationships with man and the environment. Topographic maps from Brazilian National Systematic Mapping, elaborated by IBGE and DSG for more than half century, were developed as cartography with analogical methods, without concerns in checking the positional quality of the products, although there is legislation for execution of the control land. Nowadays, with the GPS system, the digital technology and consequent change of cartographic production to a digital way, through the map conversion to a digital atmosphere, as well as the digital stereo-restitution and the development of GIS - Geographic Information Systems, it begin to demand norms and appropriate parameters for evaluation of cartographic data and the consolidation of quality control in cartography activities. The horizontal and vertical positional quality analysis in Brazil is based on PEC (Map Accuracy Standard) of according with decree law number 89817 of 20/06/84 that establishes the technical regulations to classify cartographic documents in agreement with the Standard Error. In this context, the present work has as central object to evaluate the geometric quality of a group of 13 topography sheets printed analogical by IBGE in 1976 and their correspondents digitals charts converted by automatic digitization by scanner, regarding an area located in the south of the State of Santa Catarina starting from a sample of very identifiable points in the land for the determination of Standard Error and of PEC, evaluate the other components of maps quality and recommend of the update of the Decree 89817.
