Contribuição metodológica para avaliação da qualidade ambiental urbana sob uma perspectiva cultural

RESUMO

This study presents an overview about quality of the urban environment and the quality of life and a proposal of methodology. At this topic is complex and interdisciplinary, there is a great difficulty in translating, in a simplified way, the results of the analysis. Due to its complexity, it has involved a significant number of researchers to produce indicators, indexes or even computer models, with the objective of monitoring the quality of the urban environment and the quality of life, and also of serving as an instrument for the government to budget its natural resources and to help in the urban planning. However, this practice has been ignoring the cultural dimension, in its evaluation methodologies, which results in partial analysis, that could be distorted or manipulated and in the failure to include inhabitants in the discussions related to the urban environmental issue that involves material, social and psychological aspects. As a result, this study proposes an evaluation methodology (with qualitative work) that takes into consideration the cultural dimension in its construction, showing a new topic: Identical Cultural Groups - ICG. These groups are going to work out environmental variables and a weight system and possibly end with a quality of the urban environment index. There is a need to apply this model in order to correct the possible mistakes along the process.
