RESUMO

This present study aimed to present City Councils actions in Uberabinha (Uberlandia, now a days), Minas Gerais state, Brazil and Mafra, Portugal. These cities have become important places to the public education propagation. So we tried to understand the legislative power actions in the educational field. The search sought to emphasize how the municipal policies from these cities were took at the same period of time, as well as the government policies from Brazil and Portugal. The study period begins in 1888, when Uberabinha got its autonomy as a town having its political institutions organized, the Town Hall, for example. On the other hand, the year of 1928 was the deadline for the state approval of a set of laws concerned to the state education, known as Francisco Campos Reform, between 1927 and 1928. We have chosen the same year, 1888, for the Portuguese situation, however Mafra Town Hall has its origins before this date, but the educational discussions are as strong as in Brazil in this year. The historical cut ends in 1927. So, we discuss the meaning of education and then characterize it in a larger context, seeking to demonstrate that these two cities have played an immense role as “Pedagogical Municipalities”. Pedagogic Municipality category would be the local administrative institution in which the local authorities, moving beyond the political and administrative matters, promote the education up to a central position to legitimate its power and reach socio-economic development. This category is under construction, for its recent origins and has been identified with the second half of Brazilian XIX century, it is possible for the existence of a decentralization educational set of laws which gave to the municipalities the primary education responsibility, as a consequence of this legislation the towns in state of Minas Gerais legislated improving its obligation. It also includes the appropriation concept that elites make from this responsibility, taking advantage on this situation such as aiming particular goals and interests related to the maintenance of the order (status quo) and the ideological dissemination of a municipal identity.
