RESUMO

This dissertation analyzes the experience of an outdoor clinic as a health practice targeted at young people in a context of psychosocial risk and drug use from 1999 to 2006. The outdoor clinic project (Consultório de Rua) was developed by the Federal University of Bahia Medicine College Drug Abuse Study and Therapy Center (CETAD/UFBA) and also implemented at the Psychosocial Care Center for Alcohol and Drugs (CAPS AD) in the district of Pernambués (Salvador, Bahia, Brazil). This qualitative study uses the auto biographical narrative to inform the reader about the researchers professional trajectory and detailed descriptions of the settings and the targeted population at the outdoor clinic. The outdoor clinic professionals records and field notes from participant observation, activity reports and proceedings from the multidisciplinary team meetings as well as recorded data from focal group interviews and photographs were analyzed. Aspects concerning the use of legal and illegal psychoactive substances from Ancient to Modern times, the specificities of current drug use and the Alcohol and Drug Policies in Brazil are approached together with new experiences in health care, such as outdoor clinics, working in new therapeutic settings, such as Harm Reduction, with a focus on the use of psychoactive substances by street children and teenagers. The experience of the outdoor clinic is then presented from its project to its implementation, and its proposal is shown to be pertinent as a means to deliver care to drug users in street situation, and suggesting the inclusion of this device in the network in the Brazilian Unified Health System (SUS) services.
