RESUMO

The research was from qualitative nature, for valuing the persons experience while inserted in its social context, participation, subjectivity and perspectives from the participant, subjects reality interpretation and construction by means of dialogical characters. The case study was adopted for being essential in the production of knowledge for giving a special attention to its singular character and attributing meaning towards the persons subjectivity. The data gathering was accomplished by means of semi structured interview and the participants were five acting counselors in the same Guardianship Council from an administrative region from Distrito Federal. The answers were analyzed and interpreted according to the Analyses Technique of Content. The results indicate that the counselors posses an intuitive conception which tells them that Human Development and Learning happens in a Social, Familiar, School context. However, these counselors posses an idealized conception of the family, with patterns and values pre established that considered them as the being the ones responsible for the interaction between school and family, as well as schooling and development of their children. They lack the clarity to understand the relationships between family and school as well as to understand schools role in this context. We observed a low demanding position on part of the counselors, a deficient interaction with social movements and support nets. The acting towards securing the educational rights from children is limited to a few punctual actions, which were not very effective. The counselors lack a more consistent formation, from a scientific perspective, guided by theories and psychosocial practice, aiming a critical social historical comprehension on the process of development, leaning and schooling of children.
