RESUMO
This study analyzes the activity of distribution of electric energy, after the new laws no. 10.847 and no. 10.848 (2004). These laws brought new rules to the commercialization of energy. This study focuses on a larger research about organizations that work in a very regulated situation. It also focuses on how the changes in the regulatory new rules interfered in the strategies, competences and, as a consequence, in the way such organizations created knowledge and such competences. The theoretical starting points were two: organizational strategy and organizational competences, including the concept of dynamic capacities. The theoretical discussion included also the concept of knowledge and knowledge management. The methodological approach was based on the phenomenological perspective and, as far as epistemology is concerned, the approach focused on the relational aspect. There were four different phases in this study, but all inter-related. First, there was the analysis of the present conditions of the regulatory new rules. Then there were interviews with specialists on the electric area. Third, there was case study on two companies of distribution of electric energy. Finally, the results of a survey were considered. The survey named Definição de Um Modelo Específico de Gestão do Conhecimento Adequado à Realidade de Uma Concessionária de Distribuição de Energia (Definition of a Specific Model of Knowledge Management Adapted to the Reality of a Company of Energy Distribution) was carried out by a team of researchers with the support of ANEEL, covering the period from 2005 to 2007. The research showed that those organizations that work in very regulated situations, such as the companies that distribute electric energy, due to the changes in the regulatory new rules happened in 2004, needed to check their strategic thinking and as consequence their critical competences for the good performance of their business, resulting in a demand for new knowledge and in the management of such new knowledge.
