RESUMO

This dissertation has the aim to evaluate the implementation of the Política Municipal de Saneamento Ambiental de Alagoinhas (Politic of Environmental Sanitation of Alagoinhas) and its instruments, reflecting the participation and the social control, emphasizing the acting of Conselho Municipal de Saneamento Ambiental CMSA (Municipal Council of Environmental Sanitation) in the implementation of the Politic, in the elaboration and implementation of the Plan and in the rule, supervision and control of the rendering of services of environmental sanitation. It was decided to evaluate the whole process using a qualitative analysis of documents and notes and interviews were done seven years after passing the Law n. 1.460/2001, to conclude the efficiency, efficacy and effectiveness. The results of the research have showed that the process of implementation could have been more efficient and more efficacious and that the CMSA couldnt profess its attributions with efficiency, efficacy and effectiveness. It was discovered that the municipal government and the civil society lived an innovator experience about the environmental sanitation and, therefore, they were propensed to front difficulties involuntarily and to make right and wrong things, but it does part of the whole new built history. The evaluation have showed that the Executive Power priorized the environmental sanitation in both administrations (2001-2004 and 2005-2008) and the participation and the social control was the top of these municipal government.
