RESUMO

This survey, which is inserted in the studies about the educational policies implemented after the Law of Directives and Bases of National Education (n. 9394/96), approaches the autonomy of the school to elaborate the pedagogic project, analyzed from the perspective of the school s internal actors. Its focus of investigation is the context of relations established between the school s culture and the directives imposed by the educational system. Guiding question: How does the school interpret and applies on its routine the proposal of autonomy to elaborate the pedagogic project? This survey aimed at contributing for the development of the studies regarding the educational policies brought about by the new law. In the search for the answers it was taken as intentional sample a public school of fundamental teaching, located in the suburbs and pertaining to the educational network of the city of São Paulo. The empirical investigation, which took place in 2003, was based mainly in observations and interviews. It also, included the analysis of the School Plan and other school documents. As a complement, it embraced interviews with the team from the Regional Education Management Unit to which the school is linked, and the examination of documents about the policy of the Secretary o Education of the City of São Paulo (Jan. 2001 - Jan. 2004). In the analysis of the results anchored on the Education Sociology and Culture Sociology, the main theoretical interlocutors were Certeau (1995,2000,2001), Williams (2000) and Gimeno Sacristán (1 9i99 2000). Conclusions: in the context of the educational policies, the school s autonomy to elaborate its pedagogic project is an empty proposal without practical sense; the real autonomy results from the web that is daily wove in its interior, from which the school culture emerges
