RESUMO

The National Policy for Science, Technology and Innovation in Health - PNCTI/S, approved at the 2nd National Conference of Science, Technology and Innovation in Health - CNCTIS held in 2004, undoubtedly represents an important milestone for advances in health. To consider the relevance of this initiative, certain types of diseases insistently remain on the list of health problems of some Municipalities, in contrast to the commitment of this Policy to produce and appropriate knowledge and technology that contribute to the reduction of social inequalities in health. Based on this questioning and endeavoring to understand the causes of this contradictory situation, it became relevant to investigate the level and manner of implementation of this Policy 3 years after its creation. This being the proposal that originated this study, and the choice of locus of the Municipality of Cuiabá. This study is composed of 3 Chapters, and the objective is to analyze to what extent the actions and attributions determined by PNCTIS are being implemented and the reflection of this on the municipality of Cuiabá. After several bibliographic reviews on the subject, the focus was on the relationship between the Health Systems, Health Innovation and the importance of PNCTIS in this context. Inequity in health became evident when some reports on world health at international events were analyzed, such as those of the Research Committee in Health for Development - CHRD which, in 1990, identified what was called a 10/90 gap in health research, referring to the discrepancy of the percentages spent on research activity for solving worldwide health problems. From this perception, the importance of PNCTIS as a reducer of this gap was also shown in this study. The result of the assessment of this Policy, theme of this dissertation, was described in Chapter 3 starting with getting to know about the institutional structure responsible for the PNCTIS operation and the different attributions of each of the agencies that constitutes it. Consequently, it became evident that the implementation of PNCTIS is not the exclusive responsibility of the Federal Government agencies, but also of those who belong to the state and municipal sphere and those related to the CTIS. Measurement of the level of PNCTIS implementation was obtained by means of a formal interview with the managers of the competent agencies. The data analyses obtained revealed that notwithstanding some of the advances, very little has been done by the Public Service within the scope of the State of Mato Grosso and the Municipality of Cuiabá. Finally, some initiatives were suggested to the local Governments with the aim of ensuring that the benefits predicted in the PNCTIS proposal would also reach this Municipality
