Assentamentos rurais e mudanças na dinâmica sócio-espacial local : o caso do município de Tamarana-PR

RESUMO

Located in Northern Parana state, the county of Tamarana holds fourteen agrarian reform-related rural settlements in its territory, benefiting three hundred and eighty two families between projects founded by INCRA and by the Banco da Terra program. The territorialization of rural settlement projects generate social, political and economical changes, internal and external to them, reflecting the meaning of these experiences in wider society, shaping itself in potential local and regional development; since they somehow contribute to an increase in income for the settled families. Such projects also promote transformations that are not restricted to its economic dimension, altering social and local power relationships in different proportions, besides changing the land structure by making it less unequal. Indicators and relationships that could measure and qualify the meaning of these experiences in Tamarana were sought, starting from the socio-economic situation of the settlements and their surroundings, and also through before and after comparisons of the settled families situation, in either subject or objective terms, and also the evaluation of the resulting effects of creating these projects in the county s farming production. As a result, the implementation of rural settlement projects becomes legitimate by providing the possibility of restructuring the logic of reproducing the family unit, by benefiting local commerce by making it more dynamic, and by broadening public services in such a way that such projects may possibly become representative of social transformations.
