RESUMO

The present work presents initially the conceptualization related to the management of risks, disasters and evaluation of consequences of the disasters under the optics of the disasters as a result of the not-sustainable development. It also presents a historical briefing of the civil defense and the evolution of the evaluation of disasters in Brazil until the current days, mentioning examples of some countries. The approach of the subject emphasizes socioeconomical and ambiental aspects related to the consequences of flooding in the country. The losses provoked for sudden, gradual flooding and overflows with recognition of emergency situation or state of public calamity had been analyzed, in the years of 2003 to 2006. The analysis goes beyond the numbers, not restricting to the economic values evaluated by the processing of the reports of evaluation of damages. With the processing of the finding data it is discovered the importance of the measures of prevention for the combat of recurrent flooding that each year reach more people. It is concluded for the necessity of public politics for reduction of disasters that makes possible a lasting and responsible development. It also presents some recommendations for the identified difficulties
