RESUMO

The aim of this research is to evaluate the School Lunch Programme in the State of São Paulo, based on the analysis of data collected in five cities: Santo André, São Bernardo do Campo, São Caetano do Sul, Campinas and São Paulo. The existing centralized School Lunch programme in the above mentioned cities, at the time, was studied during the years of 1981 and 1982. The implementation of a decentralized School Lunch programme by the State Government in 1984 was also studied. The methodology used in both cases included interviews, direct and participant observation and the analysis of the official data available. The information was transcribed to specially standardized cards and a field diary. The protein calorie value of the serving portion was calculated and compared to the values required by the School Lunch Programme. The efficiency of the centralized School Lunch Programme was observed to be closely linked to the existence specialized food and nutrition personnel, the training of cooks, the elaboration of menus, and the relationship among the various coordinating institutions at municipal, state and federal levels. The main drawback observed was that serving portion did not reach the protein-calorie value required by the School Lunch Programme. As far as the decentralization of School Lunch Programme is concerned, this research shows that the afore mentioned scheme was implemented without the technical and scientific infra-structure needed.
