RESUMO

This thesis aims at proposing a system of environmental administration for companies producing crushed rock in urban areas. With a view to this, an evaluation was carried out of technical procedures and instruments of environmental administration used by tive crushed rock quarries in the Metropolitan Region of São Paulo (MRSP). The subject ofthis study isjustified by the series ofproblems ofaggregate mining in urban areas, the importance of this activity for the development of cities, the positive and nega tive impacts on the country, on the State of São Paulo and more specifically on the MRSP. To achieve the proposed objective, we proceeded to analyze the current legislation in the country that regulates the economic utilization of mineral substances of immediate use in civil constructio~ as well as studying instruments of environmental management used by the entrepreneurial and institutional sector, to ensure that the development of the activity is compatible with the preservation of the environment. From the analysis of the instruments of environmental administration and the technical procedures used in each of the tive selected quarries, a comparative study was carried out, identifying the alternatives developed by each company, their points of convergence and divergence as well as results. Thus, a referential was obtained for the elaboration ofthe system of environmental administration proposed by this study
