Ações de prevenção da violência contra crianças e adolescentes desenvolvida pelo setor saúde da região metropolitana de Fortaleza

RESUMO

Violence prevention and health protection for children and teenagers represent challenges for the civil society and managers engaged in legislation, articulation and sustainability of public policies focused on that purpose. This survey analyzes the health managers. perceptions of health promotion for children and teenagers in Fortaleza Metropolitan Region. This is a study with a qualitative and descriptive approach based a semistructured data production interview of 13 healthcare managers in the period of 2009-2010. Such managers were inquired about violence scenarios in their respective municipalities, actions to prevent violence against children and teenagers, health promotion actions focused on that segment and the existence of intersectorial actions developed by the health sector to prevent violence against children and teenagers. The Collective Subject Discourse (CSD) supported the data analysis and resulted in 11 Core Ideas (CI.s) and respective discourses. Data were discussed in the form of literature, programs, reports, plans, policies and authors discussing the matter with one another. Results suggest that coexistence with violence in FMR is a reason for deep concern and a continued challenge for managers and professionals. Even though they have developed some intersectorial works, public policies are still ineffective and the health sector does not recognize violence against children and teenagers as its responsibility. Professionals. resistance to accept violence as a healthcare demand is considered by managers as a factor that weakens the adoption of preventive actions against violence focused on that group, thus representing the social construction of that phenomenon. This way, this study shows the managers. responsibility for execution, monitoring and sustainability of public health policies, including preventing violence in their respective municipalities, which requires a new approach and collective reflections. In short, the society looks forward to transformations upon witnessing losses of lives, losses of perspectives in that segment, while facing family and social disruption. It is important to add that it is no longer acceptable that funds allocated to the preparation and enactment of policies and plans and the qualification of human resources in healthcare, invested of being invested by the government, would go on failing to impact the citizens life quality.
