Abordagens do turismo em zoneamentos ecológico-econômicos nas cinco regiões brasileiras

RESUMO

The quarrel of the viability of the tourism in Brazil involves an arduous task to find a balance between economic interests (the promotion of tourism) and the tourist attractions preservation. This task is a difficult challenge because it involves the attributions of different governmental bodies. In 2007, the National Tourism Plan inserted in its goals to structuralize 65 tourist destinations, with international quality standards, what demonstrates the capacity of the tourism policy to guide the occupation and the use of the Brazilian territory. Although the Program for the Regionalization of Tourism (PRT) promotes the use of definitive territories of the country, it does not allow the integration of territorial planning with environmental planning. However, there is an instrument that aims at this integration: Ecological-Economic Zoning (ZEE). In the attempt of better understanding the relation between the tourism and the ZEE, it was examined the tourism approaches in ten ZEEs of the five Brazilian regions. The results are initially presented one by one. Subsequently, it presents a general result, obtained by the analysis of all selected documents. After the research, it was possible to conclude that the ZEE is an excellent instrument for the tourism planning and it does not summarize itself in a technical product and a group of maps and reports, but it offers subsidies as a valid instrument to find a balance between the different interests related to the use of the territory where tourism is inserted.
