A reorganização da formação profissional em educação fisica no Brasil : aspectos historicos significativos

RESUMO

This study presents the reorganization of Physical Education professional training in Brazil over the years. The achievement bases on Master’s degree studies and went deeper into the transformations occured in the area. In the first chapter, it presents a literarure review about the first manifestations relative to the professional actuation, before this activity being recognized as a profession. After this, it presents the historical and political movements which contributed to the accomplishment of the profession. In the sequence, it presents a survey of legislations which have regulated the courses together with their intercurrence in the higher education institutions routine. After that, it presents the history about the regulation of Physical Education profession and about the organization of the Federal and Regional Physical Education Councils in Brazil. The study uses a bibliographic and a documental analysis, and it may be considered a documental search predominantly. In the field search, questionnaires were applied to the Coordinators of twenty-eight courses distributed all over the country, according to the faculties number till 1979. This criterion was stablished because those courses have passed by all the regulations relative to Physical Education Courses in Brazil. The regulations are: CNE 69/69 Resolution; CFE 03/87 Resolution; CNE/CP 01 and 01/2002 Resolutions and, finally, the CNE/CES 07/2005. Analysing the answers of the representative courses in Brazil, it is possible to verify that they offer Licentiateship, taking as a pattern the minimum curriculum stablished by the CNE 69/69 Resolution, as much it refers to the schedule as to the subjects contained in the document. When the second alteration occured through the CFE 03/87 Resolution, giving to the Higher Education Institutions the opportunity of changing the training pattern and differentiating the Licenciate, who can practise in the school ambit, and the Bachelor, who can practise in the other market segments, they did not make use of this opportunity. So, the majority of the courses, participants of the sample, chose to offer an enlarged Licenciateship, that qualified for both. The professional training in the area continued to be questioned and, after years of discussion about it and with the regulation of the profession, the situation has reached an impasse. The laws changed and now they demand different training for Licenciates an Bachelors. There is a job market delimitation and the Councils began to examine the professional practice. In the Coordinators’ vision, participants of the sample, the Physical Education Federal Council (CONFEF) presents more effective actions in order to contribute to the professional capacitation. Relative to the Physical education regional Councils (CREF’s), there is a larger number of Coordinators which realize that there isn’t a significant actuation in the same direction. The results will be useful to promote reflections about the System CONFEF/ CREFs and to benefit the institutional ambit, clearing historical aspects of the professional training in Brazil and explaining the legislation relative to Physical Education Courses.
