A reforma da universidade no Brasil: um discurso (re) velador

RESUMO

This paper originates from investigations developed during the authors post graduation course (MA) in Education, at the Federal University of Alagoas and its intent is to contribute to the current debate about a project for university reform in Brazil. Having started in the nineties, the project is in the process of being implemented during the government of President Luiz Inácio Lula da Silva. The studys objective is to unveil the effects of meaning produced in the discourses for the university reform demonstrating that they are closely related to the discourses produced by the neoliberal policies carried out in Brazil since the early nineties. It also aims at revealing the class distinctions of the referred policies. The investigation is founded on the theoretical perspective of Discourse Analysis, focusing on ideology, discourse, ideological formation, silencing and memory. These categories are the starting point to the analysis of the meanings that give support to the discourses of the university reform policies. Besides that, it is also through contributions from the work of Marx, Luckács and Bakhtin that the object focused on this study is examined. The corpus is composed of excerpts from material published by the Ministry of Education, a text by the former minister Cristovam Buarque and the provisional law that instituted the ProUni (university for all program). Based on these sources it was possible to unveil the discursive functioning, showing that the re-signification of concepts is conducted within the views of the paradigms of market. It is also shown that these policies are brought about as modern, innovative and apparently able to provide the dominated classes a way of attaining positive changes simultaneously silencing about the ideology of accommodation and adjustment of the educational model to the capital in a peripheral society in the world of the so-called post-modernity.
