A previdência social brasileira sob pressão neoliberal

RESUMO

This study aims to analyse the neoliberal thinking influence in the Social Welfare debate and its use in policies, especially in the Brazilian one. After years 1980, as Neoliberalism was becoming more powerful, the Social Security systems that count on the State effective participation started to be questioned by the neoliberal thinking believers, who were interested in separate the economic issues from social matters, this way, provoking public deregulations, emphasizing the inequalities, questioning the universality concept and leading to a depoliticized approach to the social matter. This process follows the reorganization of the accumulation mechanisms of the capitalism globalisation, by means of the valuation of theinterest-bearing capital, in its fictitious configuration, influencing the perspective of the Social Security and the Social Welfare changes, in Brazil and Worldwide. That brings into question, who will take control of the raised financial resources from the pension funds and the mutual funds. In the search of the profits empowerment, the neoliberal ones pressure in order to promote changes, which can move the additional resources to the financial market, but, on the other hand, it is prejudicial to the workers and the mass of the population. In Brazil, the debate on the Social Welfare is not recent. Right after the 1988 Constitution promulgation, that meant great advances in terms of Social Protection, the contrary speeches to the benefits that had just been implanted were becoming more incisive. These reasoning, which gained force in the mandates of the former-president Fernando Henrique Cardoso and the president Luiz Inácio Lula Da Silva, had motivated the approval of policies that caused meaningful changes in the Brazilian Social Welfare. However, the neoliberal general reasoning about the Social Security, and the Social Welfare in particular, are questionable and must be object of criticism for everyone who defends the necessity of a Social Protection system extension, as a mean of making it really fair and democratic
