A preservação de Brasília: reflexos da formação do conceito de patrimônio cultural

RESUMO
The concept of cultural heritage, in the way we know it today, is the result of a process of construction that has been developing through time and, since the beginning of the last century, from a tri-dimensional national, international, and local -- perspectives. As a result, changes in the conception of historical heritage resulted in significant changes in the preservation practices in Brazil. Because the relations of influences between each dimension are reciprocal, the heritage that has been built on the national scale, in Brasil, or in the world (UNESCO) have resulted in a battle between endogenous and exogenous aspects. Many of the ideas defended in the world scene now are suggestions which came from the national or local levels. Thus the global scale also reflects local and national ideas. This study intends to, through a historical research of the preservation in Brasília detect in what mesure the tri-dimentional proccess of building of the concept of cultural heritage (with reflections in the preservation proccess), that contines in course, had influenced and have been influencing in the preservation of the city until today, and, in what measure changes in the preservation practices, in a general way, were reflected in the case of Brasília, specifically. In order to do that, several documents have been analysed, including laws and projects referring to Brasília: whose object was the city or any of its monuments, or even foundation laws or decrees of institutions related to its protection, in national, international or federal level. Everything having by premise the fact that the documents constitute concrete references to the concepts and definitions, not only when they declare it textually, but also when they establish the way the heritage will be protected, or even enroll that heritage and, pointing out what needs protection, give a tangible demonstration of the meaning of the declared concepts. Changes in preservation practices are influenced by the concept of heritage that is based in those practices. In the case of Brasilia in particular, these changes were not totally incorporated, yet nevertheless, caused a kind of conflict inside of the field of preservation, with consequences that continue until today, in the practices of preservation. This is the hypothesis that we intend to demonstrate.
