RESUMO

Based on the concepts of Agenda-setting, gatekeeper, news values and framing, this study analyses how the Newspaper Zero Hora addresses subjects concerning criminality and public security in Rio Grande do Sul, in 2001 and 2005. These two terms were managed by parties with distinct politico-ideological projects. The affective institutional relationship between the parties actors and the group that owns the newspaper, Rede Brasil Sul de Comunicação (RBS), are also very distinct and completes the background of this analysis. By refuting the paradigm that the newspaper reflects the reality, this work analyses the treatment of news on public security and criminality. It compares the room reserved to subjects in the cover of a newspaper to the predominant framings in each one of the periods studied. To that, it identifies the primary and secondary definers, news values, geography, typology, ideology and the aspects related to social control.
