RESUMO

The objective of this dissertation is to understand the phenomenon of sex tourism in Salvador, BA, and the involvement of children in this complex world full of plots and developments that make it difficult on the size of its reality. The phenomenon of sex tourism has been gaining space in the discussions over the past years in the international scenario and in the discussions held in Brazil on the sexual exploitation in childhood. Since 2003, the Ministry of Justice introduced the "Disque 100", a tool that people can report cases where children are exposed to physical, psychological and sexual violence. Moreover, there is the Bahia "Disque Denúncia", where the society can manifest through the registration of notifications. Despite the availability of services and a substantial increase in complaints related to violence against children and youth population, with regard to sex tourism, specifically, there is practically no complaint. Because of limitations in understanding of the participation of children on the dynamics of sex tourism, this research was based on the presentation of empirical data on secondary issues, and primary analysis of the perceptions of researchers, experts and professionals related to the understanding of issue in three areas: the emergence of the phenomenon, the involvement, the mobilization and articulation of governmental, non-governmental organizations, the network of tourism, and finally, on the scarcity of records of complaints of the involvement of children in sex tourism in the municipality. Initially, we present the main ideas and dilemmas inherent in the process of conceptual understanding of the subject. Then connections are made between different aspects of the phenomenon studied and issues that contribute to its further theoretical, such as sexuality and violence, since the size of the studied sex tourism refers to sexual exploitation of children. Subsequently, we present elements referred on the analysis of collected data, and concluded that: 1) sex tourism is seen as imbricated to sexual exploitation, when there is participation of children in its context. Moreover, there are several causes identified as determinants in the insertion of a region or country on the route of sex tourism, as the historical context, the relationship of society with the sexuality, family, and social inequality. 2) even if the actions of fighting children sex tourism are going through a process of further recovery, there is an expectation that these events, both within government, not government, society in general, and the network of tourism, are more effective and assertive. 3) the scarcity of records of notifications able to measure the phenomenon in Salvador is shown linked to the non perception of this phenomenon as a form of violence, among other factors. This research contributes to discussions about the issues presented, and the ideas exposed here do not close or exhaust the conceptual possibilities about its dimensions, requiring the deepening of research in the area.
