A instituição escolar e a comunicação constituída no sistema educacional : uma mediação dialógica.

RESUMO

This work has as an objective the theoretical analysis of communication between educational municipal system and school, considering the dialogical mediation that is established between school and educational system and the descontinuity of proposals of municipal executive. It analises the relation between the pedagogical, democratical, municipal Project of school and the environment of school, bearing in mind the education reform and the macro structural changes of brazilian society, linked to the capitalist system goods producer. It analises the education reform of the 90s of 20th century and the submission of the set of ideas established by international institutions such as the World Bank which emphasizes the necessity of school decentralization and autonomy that are integrated and transform in a key element of the educational politics of FHC government. The brazilian society democratization and the emergency of the county as a federative organism, as well as give power to the county to promote elementary and high school achieved as the FUNDEF, show the new image of brazilian education in which the counties turn to manage its own educational system. As the education being managed by the county without the consolidation of an educational system formed by educators, changed in each management, establishes the contradiction with the school projetcs because the elected mayor isnt engaged with continuity, turning the school vulnerable to new mayors in each election. The communication is seen as the polysemy that the term evokes. The classic theories of communication are emphasized, however the focus is about the debate Habermas X Luhmann that deal different forms of communication. In a democratical relation between school and educational system there are possibilities of expectations built create possible ways in giving meaning to the provocations of system. It would provide the update of the structures that are the basis of school. Therefore it is possible a dialogical relation, considering the school not in a hierarchical view (its project, its democratical management), but in a horizontality relation having as a challenge the opacity of agents that compose the educational institution and not having as the starting point the understanding, the consensus and the clean communication-power. When it is possible a dialogical relation that estimulates the school participation in the sphere of the system with the organization of deliberative municipal councils, councils annual meeting or school meetings to exchange experiences of its projects, the possibilities to exist the democratization at school become higher.
