RESUMO

The present study initially aimed at a reconstruction of the process of institutionalization of the Basic Program of Arts in the CNPq, understanding the participation of this agency in the incentive to the organization of the Research and of the Community of Researchers in Scenic Arts, Music and Plastic Arts, in the national scope, with a deeper look at the organization of the Community of Researchers in Plastic Arts, in the form of the National Association of Researchers in Plastic Arts. More and more, the relation between science and art is recognized. The discoveries of the Quantum Physics and the technological revolution had approached these two areas of the human creation. The research in theory, history and Arts criticism is more consolidated and the research in artistic language is still indefinite question, peculiar to the artist. The Ministry of Culture has the important role of formularization and conduction of a Cultural Public Policy, including and articulated with all the actors involved with the cultural system and with the scientific and technological policy. The Basic Program of Arts from CNPq its a program from the General Coordination of the Basic Programs of Human and Social Sciences, and it makes use of devices, criteria, selection mechanisms, accompaniment and evaluation exerting decisive politic role through the distribution of its instruments of grant and assistance. This distribution is defined by means of the evaluation of the proposals submitted to the promotion department of CNPq through the Community Researchers in Integrated Arts of the Arts and Communication Advising Committee (CAAC), mechanism of scientific and technological advising used by CNPq. In the analysis of the considerations of these advisers throughout the period, its distinguished the incentive to the formation abroad of doctors, the matureness of the projects from sub-areas of scenic arts, and the consolidation of the sub-area Beddings, Theory and Criticism of Art. The named Basic Program of Arts does without identification of a problem, of clear objectives, goals and indicators that allow the accompaniment and evaluation of its impacts.
