RESUMO

This dissertation is a comparative study upon the institutionalization of Higher Education Evaluation in Brazil and Mexico. The research aim was to describe the institutionalization process of the public policy evaluation tool and analyze the main factors which led governments from these two countries to adopt them. The international agenda and fiscal crisis from the State, associated to the Higher Education crisis, explain why this topic has come into the government agenda. The dissertation argues that Higher Education Evaluation was implemented as part of a results-oriented public management model. The study shows resistance to the introduction of evaluation tools in Higher Education. In Brazil, the decisionmaking process and the implementation of the National Exams for undergraduation courses was featured by harsh conflicts and intense resistance especially due to the compulsory status of the evaluation and to the fact such exams were against the proposal of the National Association of the Federal Higher Education Institutions (Andifes). In Mexico, resistance was minimized, among other things, due to the non-compulsory status. Non-compulsory status stemmed from the fact performance evaluation was tied up to additional resources and to the agreement of interests between government bodies and representatives from countrys main universities. The dissertation shows evaluation tools mirror current government policy and the conception from actors having more power in the decision-making process. The dissertation also shows that despite the similarities between the main causes that introduced the Higher Education Evaluation in Brazil and Mexico, its process of institutionalization occurred in different forms in both countries, possibly due to power and consensus relations established within each one. This study was a qualitative research using documentary analysis and unstructured interviews. The latter were carried out with actors who took part in the decision making system related to the design and implementation from Higher Education Evaluation.
