RESUMO

The present work looked for to evaluate the degree of equity in the revenues distribution between the cities of the State of the Bahia and the effectiveness of its use in the period of 1998 the 2006. For such, initially it was analyzed the distribution and composition of municipal revenues and identified its evolution. The demand of services was esteem of indirect form on the basis of the population of each city. After that, the equity degree was analyzed on the basis of the calculation of the per capita revenue of each city. Finally, the level of effectiveness of the offered public services was esteem, by means of analysis of the Index of Development Social (IDS), and effected an analysis of correlation between the per capita revenue and the IDS, aiming at to evaluate the quality of the public expense by means of exploitation or eventual wastefulness of the public resources the disposal of the cities. The gotten results had indicated one high revenues disparity between the cities, anchored for the asymmetry of the inter-governmental transferences, implying in a very low level of equity in the distribution of the public resources. They had also pointed an irregular exploitation of public revenues for the baianos cities, where nor always the most supplied they are those that take care of to the necessities of its populations, of more efficient form.
