A defesa nacional e a Amazonia : o sistema de vigilancia da Amazonia (Sivam)

RESUMO

The object of this study is the Amazonian Surveillance System (SIVAM), the technical and operational infrastructure of a multiministerial Brazilian government program, the Amazonian Protection System (Sipam), whose objectives are to defend and to guarantee the Brazilian sovereignty in the Legal Amazonian Territory, as well as to systematize and to optimize governmental actions in the area. Conceived by the General Office of Strategic Affairs of the Presidency of the Republic (SAE/PR), together with the Ministries of both Justice and Aeronautics, the Sivam Project was presented preliminarily to the Brazilian President in September 1990, being inaugurated and operational since August 2002. The conception and the implementation of this project was considered highly controversial by the Brazilian scientific community, having some of the most renowned Brazilian scientists manifested critically in newspapers of national circulation. Actually, the government options for the defense of the area were under the critics’ aim, specially the fact that the government has not relied on the Brazilian scientific capacity, and opted, on the other hand, for the acquisition of complete technological packages from the United States. The purpose of the Sivam Project was based in the context of recent controversies about the need of Brazil to address integrated regional policies and defense for the Amazonian that, while contending the illegal issues, would also support the rational preservation and the sustained development of the area and the local population. This study concluded that Sivam was outlined and created to supply the defense requirements in the area, according to the foregoing demands, representing a new paradigm of safety and defense for the Amazonian, in a way that the preservation of the Brazilian sovereignty in the area would not be guaranteed only through the strategic-military enterprise, but also by the implementation of a group of public policies converging to economical growth, social development, environmental preservation and defense.
