RESUMO

A new national health care model was implanted in Brazil in 1988, and was mainly focused towards providing basic health care, thus, the Family Health Strategy (FHS) was brought into the field of discussion. Such changes require that health workers are able and equipped to attend all those from within the circle of life. Outstanding amongst these health workers are the doctors who, because of their structured role within the team, and especially because of their attention to childrenâs health care, are absolutely imperative for public health care. Taking the basic guidelines of the strategy as its starting point, the present study examines the consultations offered by FHS doctors to children under five years old; the profile of these professionals and the manner in which they follow FHS lines, within the environment of the Family Health Units (FHU). The study was conducted at FHUs situated in Health District 1 of the Local Health Authority of the city of Recife. The methodology employed was a qualitative approach. Data were collected by observing family records and interviews with mothers (or carers) of children receiving health care, with the unit doctors or managers. The results revealed that there was insufficient information in the records regarding the childrenâs consultations, as well as a lack of notes regarding their complaints, diagnosis and treatment. The consultation, as seen by the mother (or carer), as a component of the childâs integral health care, did not constitute a part of this reality. Health workers possess no particular profile, and even less, a desired perception concerning the role they should be playing. The buildings and installations available at the FHUs should not be regarded as elements that in any way impede high-quality work. Finally, it is possible to affirm that doctors conduct childrenâs consultations within the standards of Health Centers, generally referred to as traditional, in other words - focusing on disease and cure, rather than factors linked to prevention and the promotion of health.
