RESUMO

This dissertation is an attempt to characterize beef cattle raising production in Mato Grosso do Sul - a state which is currently the largest producer and supplier of beef in the country - and discuss the main factors responsible for its development. The study followed two analytical axes: it traces back the evolution of cattle-raising in the state during the last four decades and it examines the main factors that accounted for its dynamics. The study focuses on the evolution of several indicators such as number of animals, production, productivity and income; it also examines changes in the productions systems and adoption of new technology in particular in genetics, nutrition and animal health; finally, it considers the influence of infrastructure, logistics and financial resources, among others, on the evolution of this cattle raising industry. It concludes that the positive performance is associated with a number of factors, among which are: provision of natural resources and inputs (pasture, livestock and grains), modernization of production systems and introduction of improved technology, particularly breeding and nutritional technology which yielded significant reduction of the production cycle and increase in productivity measured in kg / ha. However, poor infrastructure and logistics, high taxation and limited updated management skills of producers have reduced competitiveness. But the health problem associated with the surge of FMD in the state is the most relevant negative factor downgrading beef production in Mato Grosso do Sul. The study also indicates that the heterogeneity of cattle-raising conditions, and in particular the importance of the activity in the Pantanal region, underestimates many of the general indicators and hides the true situation of livestock in Mato Grosso do Sul. In general, one can say that the state s beef cattle industry is competitive when considering the production of "commodity meat; however, the primary activity have not led to the consolidation of the beef production chain and the state remains fundamentally a producer of raw material for both immediate consumption or processing and export of other states. There have been some actions by producers to add value to raw materials, which however has not translated into effective benefits and achievements of new markets
